Download Microsoft .NET Framework 3.5 Offline Installer Utility
First of all, Download this utility to install .Net Framework 3.5 from here or here
Mount Windows 10 ISO File To The Virtual Drive
Mount ISO file into the virtual drive. You don’t need to install any third-party CD / DVD / BD image file processing tool though.
But you may use UltraISO, PowerISO, or any other good CD / DVD / BD image file processing tool to mount Windows 10 ISO image. If the built-in tool does not work for any reason.
You may use Windows 10 installation DVD or bootable USB as well. Insert DVD into DVD drive or Plug bootable USB into your PC.
Extract .NET Framework 3.5 Offline Installer Utility
Now extract the program We’ve downloaded earlier.
After having extracted it, Run it with administrative privileges. Now, from the drop-down menu, select the drive where you’ve inserted or mounted the installation disc.
Click start the installation. Congratulation, It has successfully installed .Net Framework 3.5.
What If One Does Not Have The ISO Image File / DVD / Bootable USB Of Windows 10?
Fortunately, there is a method through which You can install If you don’t have the ISO image file of Windows 10, DVD, or bootable USB and you still want to install .Net Framework 3.5.
All you need to do is download a tiny application from here or here After having downloaded it, Now extract it. Now copy the source folder and paste it into any preferred partition.
Please Do not put it in a folder. Double click on .Net framework. Part of extracted content. Select the partition where your copy source folder to. Click install to kick start the installation process.
It takes a while, So keep patience. Congratulation, You have successfully installed .Net framework 3.5 without DVD / USB or ISO image.

hello im try to intalling it without iso file.. and it was error .. it says dism file already in c /windows/log/dism… please help me tq.
Delete temporary files using Ccleaner and try again. hopefully the issue will be fixed
